You sound as if you're just finding spyware cookies. These have a medium threat level but it is irksome when they're there. I haven't used in Norton in about 2 years, but back then Norton did a lousy job with spy and trojan detection while eating precious resources.
Spyware cookies show up even when you don't visit the cookie owner's web page. They can come in through advertisements, surfing blogs, visiting friend's MySpace pages, etc.
I'm not certain about ad-aware, but you should check to see if they have an inoculation tool, something that tells your browser not to pick up x, y, and z cookies at any time.

CNet doesn't think highly of it anymore, but Spybot hasn't failed me yet. I run it in conjunction with Spyware blaster, found here: http://www.javacoolsoftware.com/spywareb… . Spyware Blaster works by inoculating your browsers. That's all that it does.
Running those two along with AVG free and I've yet to catch but 1 or 2 spyware cookies a year.
In any event, as long as one detection tool isn't a resource hog it's not a bad idea to have a few spyware detectors on your computer. Each has strong and weak points to them.

ok when your speaking about Norton you can't use the words strong or even valid. ad-aware finds more because it is GOOD i also recommend getting spybot search & destroy and replacing Norton with a realy anti-virus like NOD32 which the ideal out
